“御史中丞”乃是秦朝之时所设立，汉朝为御史大夫的次官，或称御史中执法，秩千石。汉哀帝废御史大夫，以御史中丞为御史台长官，后历代相沿，唯官名时有变动:曹操曾改御史中丞为宫正，纠弹百官朝仪;北魏亦曾改称中尉。及至南北朝之时，政局不稳天下动荡，御史大夫时置时废、即便设置此官职亦往往缺位。
故御史中丞实为御史台长官。隋置御史大夫，不置御史中丞，唐朝立国，改御史中丞与治书侍御史，与御史大夫并设，只是仍旧作为御史台执行事务的最高长官，御史大夫更多是象征意义.
直到高宗李治登基为帝，避讳皇帝的名字，才又将治书侍御史改回为御史中丞，不过此乃后话……
